We are seeking a qualified and experienced HR Manager/Specialist with expertise in government contracting and a SHRM (Society for Human Resource Management) qualification.
The ideal candidate will play a pivotal role in managing all aspects of human resources within our organization, ensuring compliance with government contracting regulations while fostering a positive and productive work environment.
This position requires a deep understanding of HR principles, excellent communication skills, and the ability to navigate complex regulatory requirements.
Key Responsibilities:
Develop and implement HR policies and procedures in compliance with government contracting regulations, including but not limited to affirmative action plans, Equal Employment Opportunity (EEO) requirements, and Service Contract Act (SCA) provisions.
Manage the full employee lifecycle, including recruitment, onboarding, performance management, and separation processes, ensuring fairness, equity, and adherence to contractual obligations.
Provide guidance and support to management and employees on HR-related matters, including employee relations, disciplinary actions, and conflict resolution, maintaining a balance between organizational objectives and legal compliance.
Oversee the administration of employee benefits programs, ensuring compliance with relevant regulations and providing assistance to employees with benefits-related inquiries.
Lead the development and implementation of training programs to enhance employee skills and knowledge, promoting a culture of continuous learning and professional development.
Manage HR data and reporting requirements, ensuring accuracy and confidentiality in compliance with regulatory standards.
Stay abreast of changes in relevant laws, regulations, and industry trends affecting government contracting and HR practices, proactively advising management on potential impacts and mitigation strategies.
Collaborate with cross-functional teams, including finance and operations, to support organizational goals and objectives while maintaining compliance with contractual requirements.
Represent the organization in interactions with government agencies, auditors, and other stakeholders regarding HR-related matters.
Qualifications:
Bachelor's degree in Human Resources Management, Business Administration, or a related field.
Master's degree preferred but not required.
SHRM certification (e.
g.
, SHRM-CP or SHRM-SCP) required.
Minimum of 5 years of experience in human resources, with specific experience in government contracting mandatory.
In-depth knowledge of federal regulations governing government contracting, including but not limited to FAR (Federal Acquisition Regulation), DCAA (Defense Contract Audit Agency) requirements, and SCA (Service Contract Act).
Strong understanding of HR best practices, including recruitment, performance management, employee relations, and benefits administration.
Excellent interpersonal and communication skills, with the ability to effectively interact with individuals at all levels of the organization.
Demonstrated ability to maintain confidentiality, exercise sound judgment, and make informed decisions in complex and sensitive situations.
Proficiency in HRIS (Human Resources Information Systems) and other relevant software applications.
Strong analytical and problem-solving skills, with the ability to analyze data, identify trends, and develop actionable recommendations.
Ability to work independently, prioritize tasks, and manage multiple projects simultaneously in a fast-paced environment.
