Work Site Location Chesapeake, VA Position Driving Requirement R - Routine Pay Grade GE23 Pay Basis Semi-Monthly Advertised Salary $94,215 – $125,000; depending on qualifications Job Description The City of Chesapeake’s Department of Public Works is currently seeking a Construction Facilities Manager to plan, manage, and oversee all design and construction related activities of large facility projects.
Ideal candidate is one who is an experienced leader with a demonstrated ability to work with stakeholders and complete projects on time and within budget.
Essential functions include but are not limited to: Plan and manage all design and construction activities for facilities capital projects to meet the goals of the City Council and City Manager.
Direct the overall design and construction management for new or renovated municipal facilities and provide contractual oversight.
Ensure work is performed in compliance with local, state, and federal regulations, laws, and standards.
Assist in development and implementation of the annual budget.
Oversee and approve expenditures and prepare reports.
Oversee cost estimating and preparation of annual budget.
Maintain various contracts in support of activities.
Establish key performance indicators.

Required Qualifications Vocational/Educational Requirement: Requires a bachelor’s degree in engineering, architectural or construction management.
Specialized courses in civil engineering and construction management preferred.
Experience: In addition to satisfying the vocational/education standards, this class requires a minimum of ten years of related, full-time equivalent experience.
Special Certifications and Licenses: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.
Registered Virginia Architect or Professional Engineer License required (or licensure by comity within 6 months) OR have 20 years of progressive experience managing large scale facilities construction projects in a government setting.
Certified Construction Manager (CCM) or Certified Project Manager (CPM) certification desired.
Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications Specialized courses in civil engineering and construction management preferred.
