The purpose of planning district commissions, as set out in the Code of Virginia, Section 15.
2-4207 is …to encourage and facilitate local government cooperation and state-local cooperation in addressing on a regional basis problems of greater than local significance.
The HRPDC mission is to: • Serve as a forum for local elected officials and chief administrators to deliberate and decide issues of regional importance; • Provide the local governments and citizens of Hampton Roads credible and timely planning, research and analysis on matters of mutual concern; and • Provide leadership and offer strategies and support services to other public and private, local and regional agencies, in their efforts to improve the region's quality of life.
The HRPDC provides assistance on local and regional issues pertaining to Economics, Emergency Management, Housing, Planning, and Water Resources, and provides a robust environmental education and outreach program.
The HRPDC staff also serve as the support staff for the Hampton Roads Transportation Planning Organization (HRTPO), which is responsible for transportation planning and decision-making in the region.

The Position The Hampton Roads Planning District Commission (HRPDC) is seeking a candidate for the position of Grants Support Specialist to perform lead work in managing and supporting the agency’s grant process.
This position will research and evaluate grant funding opportunities, manage grant applications, and support Program & Finance staff with grant writing, grants administration, contract administration, contract management and procurement.
This position will help to ensure that the HRPDC & HRTPO meet all federal, state, and other grant requirements.
This position will interface with federal, state, and local agency officials, non-profit agency boards and staff, and subrecipients of organization funds.
The Grant Support Specialist will provide technical assistance and provide leadership and guidance for various projects and work teams.
A key function of the position will be assisting program staff in evaluating the administrative and fiscal burdens associated with various grant opportunities and executing agreements and contracts upon successful grant awards.
Important factors in this evaluation include grant reporting and documentation requirements, procurement requirements, quality assurance and quality control requirements, match requirements, invoicing frequency and fiscal reporting requirements, and likelihood of audit.
The successful candidate must possess strong interpersonal and communication skills and be able to assist staff with additional duties that may be assigned.

• Grants sources include multiple federal, state and local agencies as well as some private organizations.
• The majority of funds are being passed through to other agencies and organizations.
• More than $600,000 in grant funding is being retained to support PDC operations.
The Candidate The ideal candidate will have: • Knowledge of local, state and federal grant policies and procurement procedures.
Virginia Contracting Officer certification is preferred.
• Demonstrated excellence in grant writing, contract administration, collaboration, research, and editing.
• Ability to assess, guide, and monitor compliance with complex contractual and regulatory requirements; experience in contract administration/management and grant draws per agreement terms; ability to complete public procurement training, as required.
• Experience in adhering to tight deadlines in a multitude of activities.
• Excellent interpersonal and communication skills (written and verbal); ability to analyze problems, identify needs and effectively articulate solutions to audiences ranging from technical and financial staff to executive-level management.
• Strong knowledge of business financial best practices, budgeting, and high attention to detail and accuracy.
• Ability to accurately prepare a variety of reports, spreadsheets, and information for decision-making purposes by management.
Ability to develop and implement proper keeping of financial records, making use of current technologies.
• Ability to use initiative and independent judgment, as well as creative problem-solving skills to gather relevant information to solve less well- defined practical problems.
• Ability to work both independently and collaboratively with department managers to support overall organizational goals and objectives.
• Familiarity with working on federal (e.
g.
HUD, FEMA, DOT, EPA, USGS, NFWF, and NOAA) and state (e.
g.
DEQ, DCR, VRA, and VDOT) grants preferred.
• Ability to engage in critical and confidential aspects of accounting, including working with sensitive data.
Education & Experience Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Management, Finance, Accounting, Law, or a closely related field.
Significant, relevant professional experience in public budgeting, grant writing, and/or finance will be considered in lieu of a bachelor’s degree.
In addition to the vocational/educational standards, requires a minimum of 2 years of relevant, full-time equivalent experience.
Knowledge of local government finance and accounting practices a plus.

Numerical Aptitude: Requires the ability to accurately utilize advanced mathematical formulas, to add and subtract totals, to multiply and divide.
Uses mathematics involving the practical application of fractions, percentages, ratios and proportions or measurements.
Sensory Requirements: Normal visual acuity, field of vision, speaking, color perception and depth perception.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Speaks informally to groups of co-workers, staff in other regional organizations and the public.
Visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities.
Mental Requirements: Uses advanced professional accounting methods and practices in the generation, analysis, and coordination of work; conveys important recommendations; requires sustained, intense concentration for accurate results.
