Job Summary:
Under general supervision of the Director of Housing, performs responsible technical and professional work in Property Management and compliance/quality control (QC) including direct supervisory responsibility over Property Management staff.
Work involves moderately difficult administrative duties and requires the use of independent judgement and initiative ensuring that HUD policies and regulations are met.
*Essential Job Functions*
1.
Directly supervises Housing Management Staff (including PH and LIHTC).
2.
Serves as Quality Control supervisor responsible for QC reviews for Public Housing and Tax Credit Program.
3.
Prepares accurate and timely quality control reports including narrative and statistical information on review findings.
Reports include careful analysis of the nature of and reasons for findings and recommendations for corrective deficiencies.
4.
Stays up to date on program rules and procedures in order to assist the Director of Housing, ensure staff compliance with HUD regulations, CRHA program procedures, and the Admissions and Continued Occupancy Policy (ACOP).
5.
Meets with staff as directed by the Director of Housing to share quality control review findings and provide direction and guidance to correct errors.
6.
Maintains tracking system to monitor PHAS performance on each SEMAP indicator and QC review.
7.
Enforces CRHA’s policies and HUD rules and regulations.
8.
Reviews annual recertification and interim certification files for regulatory compliance.
9.
Reviews files for Property Managers monthly.
Identifies number and type of errors.
10.
Conducts random sampling of Intake and Occupancy files for accuracy.
11.
Reviews 50058 form for accuracy and errors.
12.
Alerts the Director of Housing to performance improvement or procedural changes needed to correct unfavorable trends in performance.
13.
Reviews monthly Income Discrepancy Report, Multi-Subsidy Tenant Report and Identity Verification Report using EIV.
14.
Submits PIC Monthly Reports.
Ensures corrections are made by Property Managers.
15.
Meets regularly with the Director of Housing to ensure timely communication of policy and procedures changes to Property Management staff.
16.
Performs related duties as required and may be expected to work hours in excess of, and/or outside of their normally scheduled hours, and perform basic duties outside of their normal role in response to short-term department needs or emergency situations.
Job Type: Full-time
Pay: $55,965.
00 - $85,157.
